She worked as a senior program officer at the National Democratic Institute (NDI) before joining the government, including with the Iraqi Council of Representatives. Dr. Sloat was a post-doctoral research fellow at Queen’s University Belfast’s Institute of Governance. She received visiting fellowships at the Czech Academy of Sciences, the UN Research Institute for Social Development, and the Jean Monnet Center at New York University Law School during this time. She was also a special adviser to the Scottish Parliament, the Northern Ireland Assembly, and the European Commission.
